The exploding targets described on this site are "Binary Explosives." According to the BATF binary explosives are completely legal to make for personal use only. For example a farmer can make a binary explosive to remove a tree stump from his or her property. But, if the Farmer sold the binary explosives (pre-mixed) or offered a stump removal service using the explosives - then that would not be for personal use and they would require federal explosives licensing.

The components used in the directions we sell are completely legal to purchase and own without any special licensing or permits required. In fact, you can order everything in just a few minutes on the Internet! Some of the components are even carried by local hardware or gardening supply stores!
Pretty much everywhere in the USA, the individual components are legal to purchase and own. Once you mix them together they become an explosive that is ILLEGAL to carry in your car or across state lines. So, you must leave them unmixed until you are in a safe, legal location to use them. ('cmon, who wants to drive around with explosives anyway?)
DO NOT, under any circumstances, take the described materials, mixed or not, onto an airplane. That would be really, really stupid and you would deserive the almost certain jail time and felony criminal record you will receive.
